Challenge
The Dareen and Tarout Island development addresses a historically rich yet underutilized coastal environment with over 5,000 years of cultural significance. The challenge lay in revitalizing a fragmented urban and ecological landscape while preserving its identity as one of the oldest trading hubs in the Eastern Province. The presence of heritage landmarks, sensitive coastal ecosystems such as mangrove habitats, and a dispersed urban fabric required a careful and integrated approach. Additionally, the project needed to elevate quality of life, enhance tourism potential, and activate the public realm without compromising environmental resilience or the authenticity of place, all within the framework of Saudi Vision 2030.
Approach
Dar Al Omran (DAO) adopted a comprehensive and human-centric master planning strategy that integrates urban design, landscape, and cultural programming into a cohesive vision. The approach focused on reconnecting the island’s key assets—heritage sites, waterfronts, and urban nodes—through a structured network of public spaces, pedestrian corridors, and mobility enhancements. The masterplan emphasizes placemaking, transforming the waterfront into an active social spine while preserving and enhancing mangrove ecosystems as natural assets. Architectural and urban design guidelines were developed to ensure visual coherence and cultural continuity, drawing inspiration from the region’s vernacular identity. Sustainable strategies were embedded through climate-responsive design, shaded walkways, and the reinforcement of green and blue infrastructure. The project also introduced mixed-use zones and destination points to stimulate economic activity and encourage year-round engagement.
Impact
The development repositions Dareen and Tarout Island as a vibrant, inclusive, and sustainable destination that celebrates its heritage while embracing contemporary urban life. It enhances livability by providing accessible public spaces, improving connectivity, and fostering social interaction across diverse user groups. Environmentally, it strengthens coastal resilience and protects sensitive ecosystems, ensuring long-term sustainability. Economically, it unlocks new opportunities for tourism and local investment, contributing to regional growth. The project stands as a transformative model for coastal regeneration in Saudi Arabia, where cultural identity and modern development are seamlessly integrated to create a meaningful and lasting urban experience.
